Chiyo's "father" or Chiyo Chi Chi as the offcial site says, is a cat. Although it's difficult to actually confirm whether this is the truth or not. He admitted in Sakaki's dream that he wasn't a cat but was actually Chiyo's father. However, later on, when Sakaki asked him where she could get a real cat, Chiyo Chi Chi seemed slightly annoyed that he'd been regarded as a "fake" cat.
